Can not connect to database server MySql Workbench

I am having issues when I add trusted source to connect to mysql database cluster
I am using MySQL Workbench to connect to the server but every time I am getting this error:

Your connection attempt failed for user ’****************’ to the MySQL server at *******************************:***:
Unable to connect to localhost

1 Check that MySQL is running on address *********
2 Check that MySQL is reachable on port 25060 (note: 3306 is the default, but this can be changed)
3 Check the user *
**************** has rights to connect to *************** from your address (MySQL rights define what clients can connect to the server and from which machines)
4 Make sure you are both providing a password if needed and using the correct password for *
************************* connecting from the host address you’re connecting from.

I have followed this tutorial as well and did same steps but getting same error

MySql client version is. 8+ and all connection details are correct.
when i make connect open to all it work fine.
note that my web application and database cluster are in same region as well as I have added my computer ip to trusted sources but still no success.

Please ensure you are whitelisting a correct IP address in the database trusted source list. You can reach out to DigitalOcean support for assistance on this.
