How to extract a file.7z file on the public folder ?

I have uploaded my website to var/www/html in a compressed archive named file.7z but I don’t know how to extract .

Please tell me how to extract it .

You can use one of the following tools:

apt-get update
apt-get install p7zip-full
7z x PACKAGE.7z

or 

apt-get update
apt-get install dtrx
dtrx archive.tar.7z

These commands assume you are using Ubuntu or Debian.
