incron not working on Ubuntu 14.04

I have these few basic incron jobs that I am running to watch for changes in certain directories.

~/tmp IN_MODIFY,IN_CREATE,IN_DELETE,IN_CLOSE_WRITE echo "File created in tmp!" > ~/tmp2/test.log

No matter what time of files I create, delete, modify in that directory (and I have tried some others as well) it doesnt work.

I have my user in the /etc/incron.allow file.
