It is possible to a server to send UDP packects although all UDP traffic is blocked at iptables level?

I have received a ticket for an abuse complaint where is stated that my VPS is sending UDP flood packets to another host.
I have blocked all UDP traffic (excepting port 53, for DNS purposes), on iptables. This morning I have received a second complaint with same problem. It is possible to my server to send UDP packets even if I have blocked outgoing and incoming UDP traffic on iptables?

Using CentOS 6.4 x32 with zpanel and wordpress installed.
