No connection with SoapClient - Uncaught SoapFault exception

I have a php script which uses a SoapClient to connect to a webservice.
Everything worked fine until yesterday, so I checked the apache error log and found

Uncaught SoapFault exception: [WSDL] SOAP-ERROR: Parsing WSDL: Couldn't load from ...

which surprised me, because the same script was working for months and I didn't change anything. I asked the support of Digital Ocean and the provider of the webservice, but both assured me that they are not blocking any ips or traffic.

I also checked for the necessary php extensions:


and they are all installed.

After trying to ping or curl to the webservice server I get no response.
Both with the domain name and the ip.
Other domains work though, and give an almost instant reponse.
So I assume that the problem lies here
Also someone told me to use traceroute but I dont know how the output can help me, because it only displays asterixes after some steps.

So is there any way I can find out what is blocking the connection ?
