request timeout issue with Singapore

I am using a vpn server to conduct business from China. When I ping my server I get this all the time:

I am in Shenzhen 113.88.233.XX. I am using a paid for alternate service for vpn in the meantime; but would rather manage my own.

So could my issue be the great wall? are the Singapore server having issue or are blacklisted from china?
