Why to block an account after submitting of payment data

I added payment information to my account and just after that it became blocked. Now there is a ticket #1019009 about verification. But nobody still reply on it.
I don't understand why it's necessary to block an account after receiving payment data. And I want support team to check the ticket and to unblock my account ASAP.
