Why is SELinux disabled by default on Fedora 20

SELinux is part of the the fedora system. Why is it disabled by default? Disabling it by default encourages weak security. Weak security leads to security breaches.

I can't seem to access my droplet from it's IP address

I tried adding the ip adress as covered here, but I can't seem to access it over http, or ping it (ssh login works fine). How do I connect to my droplet. Sorry I'm a newb at this
