Hi. I’m confortable with using VNC for a Linux VPS but once in a while I need to use some SQL Server Database for a short time need. That’s when having a VPS on Windows comes in handy. I’m wondering if I can avoid a Windows VPS by using Virtual Box to install a Windows Desktop Image with SQL Server. I would just turn this Virtualbox sometimes. Nothing for production. Can I achieve this with Digital Ocean VPS $20/mo???

Yes For sure just submit ticket on their support and in Description type "Please mount recovery ISO to my droplet " keep in mind that you must turn off your droplet after creating it then submit this ticket and after that just logon to console and download windows iso and after installing just reply them on same ticket “Please remove recovery ISO” and finally you can boot into your windows Machine
DigitalOcean doesn’t offer Windows instances, neither support modifying Droplets. However, have you tried running SQL Server on Linux?
SQL Server 2017 supports Linux (as well as running under Docker). You can check out their official docs — Quickstart: Install SQL Server and create a database on Ubuntu for more details on how to install SQL Server 2017 on Ubuntu 16.04.
Its also possible but let me tell you that your vps will not work good even when you try to use it through vnc it will lag too much so thats why i described you the scenario about installing windows vps server on ubuntu droplet
