Am I able to pay another account’s bills through my account or transfer that other account’s droplet onto me?

×Unfortunately that is not possible currently but you can transfer a droplet to your account (keep in mnid that the IP address will not be transferred along with the droplet) by taking a snapshot of it, transferring the snapshot to your account, and creating a new droplet off the snapshot, see Easily Transfer Snapshots Between Accounts | DigitalOcean.

A snapshot is a backup of a droplet that can be used to create a new droplet just like the original.
you can create that with a click on a button from your DO control panel and easily transfer that once it’s created between accounts. Currently it requires no payment (not since the last time I checked).
So yes you can transfer the backup(i.e. snapshot) of your droplet between accounts and use it to recreate a new identical droplet(with a NEW IP address) but you will NOT be able to transfer a live droplets at the moment.
