Am I able to pay another account’s bills through my account or transfer that other account’s droplet onto me?

Unfortunately that is not possible currently but you can transfer a droplet to your account (keep in mnid that the IP address will not be transferred along with the droplet) by taking a snapshot of it, transferring the snapshot to your account, and creating a new droplet off the snapshot, see Easily Transfer Snapshots Between Accounts | DigitalOcean.
