What is the reason for this report?

Can we have more tools in the recovery kernel?

I want to create a /var partition to separate it from critical file system and protect my droplet from crashing in case the server got DOS flood attack. I tried to do this by booting into recovery mode. But, there are no partitioning tools available.

Can we have something like parted and maybe lvm? Or is there another way to do this?

Unfortunately, DigitalOcean’s virtualization currently requires that a droplet consists of only one partition. The work leading to CoreOS being available on DigitalOcean might make it so that we support multiple partitions on other OSs, but it is not possible at this time.
