i cannot connect the droplet through putty. Also i cannot ping it. How to fix this problem?

There are a few possibilities with the most probable your network being down.
To check this, you can use your droplet’s console from your Control Panel. From there you can SSH to your droplet even with the network being down.
Once you are in, type in
service network restart
If it starts without a problem, great, you should be able to access the Droplet through putty or ping it without a problem. If however an error occurs, please type in
journalctl -xe
It will show you the exact error which is preventing your network from starting.
