Could you have function which freeze kubernetes cluster if our development was freezed?

We plan to stop our development of project for some time. Do DigitalOcean have some function to freeze Kubernetes cluster without destroyin?

This is currently not possible but it sounds like a great idea.

The best thing to do to get your voice heard regarding this would be to head over to our Product Ideas board and post a new idea, including as much information as possible for what you’d like to see implemented.

For the time being, you could follow the steps here on how to backup your cluster and later on restore it here:
