Hi i want to disable one off my Droplets, is turning the droplet off enough to not be billed for it? or i have to destroy-it?

Yes, you need to destroy your droplet in order not to get billed for it.
Before doing so, you might want to take a snapshot of your droplet so that you can recreate it without any hassle. :)
