I have 4 droplets in my DO account. I exceeded whatever their limit is for domains, and had to request an increase. Is the total limit for domains counted for all in my account, or per droplet?

As far as I’m aware this limit has been added to prevent fraud and abuse on the platform. As such, contacting DigitalOcean as you’ve done is the best way to move forward.
As for the question, this limit is per account and how many domains you can add to manage your DNS.
For your Droplet, there is no limit, you can add as many as you want.
