I am totally new at this server idea. I don’t understand billing, I did watch the video. My IT person put my scheduling website on this server. If I was to keep this website open am I being charged? Please tell me how to figure out charges.

DigitalOcean billing cycles are monthly. Your account balance accrues over the course of the calendar month based on the cost of the resources you use. We are also required by law to apply taxes for certain countries.
Basically, you are charged at the end of the month for what you’ve used while you use it.
DigitalOcean automatically invoice and charge your account’s primary payment method on the first day of each month for the previous month’s usage, or partway through the month if you exceed your account’s usage threshold.
