I am using Ubuntu server. Docker engine was not working properly so I used reboot to restart the server. But now my server wont start up. It is showing like this ssh: connect to host port 22: Connection refused. Any way to start the server.

Have you tried from your Recovery section? Additionally you can also visit power tab in your Droplet and click the Power Cycle button.
