I’ll also recommend downgrading your droplet since Ubuntu 16.04 LTS reached the end of its five-year LTS window on April 30th 2021 and is no longer supported by its vendor meaning it will not receive security patches or functionality updates.
Usually, you can spin up a droplet from a custom image, but since this OS has reached EOL it will not be a good idea to do so.

As already mentioned you can’t downgrade, or at least it’s not a straightforward ordeal. Having said that, I’ll strongly recommend against that action. Downgrading to 16.04 will expose your Droplet as it’s a system that’s be EOL for quite some time.

Do you need downgrade Ubuntu 18.04 to 16.04? I think that is not possible. You can install Ubuntu 16.04 in another partition and then add it to Grub as an extra boot option.
