The DO regional speedtest pages don’t seem to be available anymore. How can I test speed and latency of DO regions now before creating droplets?

You can’t test the speed before creating the Droplet however Droplets are created in less than a minute and I do not think there is a limit on how many you can create and destroy right away.
As such, you can try creating a Droplet in all regions and perform the tests. Having them online for 5 minutes shouldn’t accumulate any big usage.
