Question
I notices that Digital Ocean has 3 name servers but my registrar uses only two. can i still set my domain name to DO servers?

I have one droplet so far and just need to gain access to the DNS section of my current registrar who is not giving me acces to the cpanel.

Absolutely. While we provide three nameservers they all provide the same records. Using more than one nameserver is done for redundancy rather than for core functionality.
