I have been using QQ as an e-mail provider in the past, and I never had a problem regarding receiving e-mails from DigitalOcean in the past, that may have changed though. I would like to suggest that you check your “SPAM/JUNK-folder”, it may have ended up there, most properly.
If that doesn’t help you, I would recommend you to open a support-ticket and and contact staff directly that way. They guaranty kind find a way to help you.
