Is Digital Ocean a metered server? What if I exceed the Network Bandwidth limits?

Do I pay for exceeding usage of network bandwidth? Just in case. I'm looking for cloud where I could host something that is unmetered. I just don't want to see my bills rise up when sudden increase in traffic happens. Its better for me to cut the network than continuously bill for exceeding usage.

Once the monthly transfer limit has been exceeded, the cost of additional transfer is $0.02 per outbound GB. Until monitoring is implemented in DigitalOcean's control panel, you will not be charged for exceeding the monthly transfer limit.

Say you guys already implemented that and I'm paying with Paypal, What happens then if my droplet suddenly exceeded the bandwidth?
