DigitalOcean accepts customers from many countries, but payment methods are subject to regional and bank restrictions. Some Russian-issued cards may be declined due to banking or sanctions-related processing issues. Using a reliable internationally supported payment method (e.g., a supported card or PayPal where available) helps avoid signup problems.
