Regarding this paragraph from the ToS,

"2.4 In addition to being forbidden from performing any acts made illegal by the CAN-SPAM Act, Users may not send bulk email utilizing their Network resources unless they maintain a double-authorized list of subscribed members including IP addresses and relevant contact information, along with following guidelines for including removal links with all sent emails according to the CAN-SPAM act.",

is it considered to be bulk email " utilizing their Network resources" if we use a service like Mandrill that we connect to through an api from our server to send our emails?
No, using Mandrill is allowed as long as you're not sending spam (I believe Mandrill doesn't allow that either).
But from DO's perspective do we still need to keep a "double-authorized list of subscribed members including IP addresses " if using Mandrill?
No, you don't need to do that.
Perhaps it could be worded better, but "I think" the intended interpretation of Paragraph 2.4 is:

"Users may not send bulk email utilizing ... Network resources [provided by D.O.] unless..."

Thus, it follows that if you're utilizing a 3rd-party's network resources for a specific task, you only need to abide by the 3rd-party's terms of service.
