I had this problem when I first tried to create a droplet head to the sidebar after you have logged in and you will see a billing link. Click on that and you should be able to add funds either, though PayPal or you should be able to add a credit card.
After you have gone ahead and added funds to your account, you should be able to create a new droplet.
If you are still having trouble with this go ahead and submit a ticket directly to the Digital Ocean team by navigating to this link and clicking the blue new ticket in the top right hand side of the screen.
