DigitalOcean Community is not right place to hire developer/sys admin. You need to look around for jobs sites, freelance sites or something similar. We (Community members and Mods/DO Employees) can help you with setting it up.

You can start with Rocket.Chat tutorial to install it. There is Ubuntu 14.04 tutorial for Rocket.Chat that should be relevant for Ubuntu 16.04 too:

Rocket.Chat is great for those who prefer to have full control over their communications.
