If you use Paypal there is no payment information in the account

No, but Multisites can be set to use sub-folders instead of sub-domains, like

yourdomain.com/subsite rather than subsite.yourdomain.com

You can't appoint a user to access you control panel other than yourself
As many as you like/as many as you can get the box to handle
Depends on where your DNS is hosted, most likely no.
