What is the reason for this report?

to visit a internet site without going through my ISP what changes should I add to this cloud machine instance.

Lets say I want to visit a internet site without going through my ISP. What steps I have to add to my cloud server so that my cloud machine forwards the request, and also collects the response and reply back to me with the response. Looks like I should setup a SQID Proxy on that machine. and if you can share what configs should go there. that would be great.
