In vesta control panel I can able to create users for each domain. How could I given access as only for FTP and DB control. instead of assigning full right to create domain or register new domain into the users.

The only way to limit the resources provided to a user in Vesta is by creating a new “package.” If you are logged into the admin account, you can do so here:
