What is the reason for this report?

VNC console connection doesn't allow mouse to reach Bottom or Righ-hand side of window

I’ve tried Internet Explorer and Firefox and both renders the mouse the same way.

How to access VNC with full Mouse support control?

Hello there,

The web console is intended as an emergency method to access your droplet should you be unable to access it via ssh. As such, it is not optimized for interaction with the mouse or GUI applications or environments. If you want to run a desktop environment on your droplet we recommend running a VNC service or Set Up a Remote Desktop with X2Go within your droplet.
