I just tried to replicate this but it seems to be working as expected.
Can you verify if you are not connected to a VPN or using a proxy to run the tests?
Also what tool/website are you using to do this test? Note that some free public geo-location checks might have outdated meta data for certain IP ranges.
What I would personally do is to run an MTR or a traceroute to see the actual trace from your location to the IP in question.
