I just got a wordpress site which was hosted on hostmonster migrated to DO by a web developer. On my computer my site can be viewed only in Internet Explorer and gives an error page on chrome and firefox. When I use a proxy I can see my site only in Firefox but not on Chrome. When I contacted digital ocean about this they said this is a caching issue. How does one fix this problem when one does not know anything about coding. My web developer views everything from his side as ok so I have to figure it out myself.

When our support team indicated that this is a caching issue this indicates that your browser or local computer may be hanging onto old information about the content or location of your site. One way to check this would be to try to load the page from a completely separate computer. If things seem to load properly on other computers then you can either take steps to clear the cache (DNS cache and Browser cache) on your local machine or just allow a bit of time for your local computer to expire the cached information and request new information from the DNS or web server.
