Is the bandwidth allotment pooled if I have multiple Droplets, or measured individually?

That’s nice as it’s always been a pain with some of my providers where I have multiple VM’s and 1 is using a lot whilst others are not even utilising 10% bandwidth.
So if I set up a load balancer not all the outgoing traffic is counted as going out from that droplet?
