What are the guarantees that DigitalOcean won't use that network in the future? You could run into conflicts.

There isn't really a reason to do it, and it's a bad idea.
I want to test some tunneling protocols (VPN) and I would be using a small block (/27 subnet) of public IP addresses that I control.
Do you mean you want to use your own public /27 subnet on a droplet?

I guess there is no way to do this at this moment..
