Can't connect to MySQL using Node.JS

First of all, I never use Linux and Digital Ocean

I already created a droplet of MySQL and change my password after login for the first time

and try to connect using Node.JS

but an error occured

[Error : connect ECONNREFUSED]
syscall : 'connect',
fatal : true

By default MySQL only listens for local connections so another droplet will not be able to reach the service. Before you can reach your MySQL service from another computer you will have to adjust your /etc/mysql/my.cnf file so that bind-address is either commented out, set to to listen on all interfaces or is your droplet’s public or private IP.
