Yes, you’ll need to purchase cPanel/WHM licence directly from that vendor.
Since it’s a third party software, you’ll need to pay for it. As for additional costs withd DigitalOcean because of cPanel/Whm, you won’t have any.

The license is separate from the droplet’s price. You’ll need to get a cPanel license in order to continue using cPanel after the 15-day free trial.

When you create a Droplet with cPanel & WHM® for AlmaLinux 8 from the DigitalOcean Marketplace, it’s important to know that while the Droplet comes with cPanel installed, the license is not included.
cPanel is a separate entity. This means that you will need to acquire a cPanel license independently. cPanel, being a premium control panel tool, requires a valid license to function properly.
You will get a 14-day free trial, however, after that, you would still need to pay for the License.
You can purchase this license directly from cPanel or through other authorized resellers.
Once you have your license, you can easily add it with your Droplet and start managing your web hosting environment effectively.
