What is the reason for this report?

DigitalOcean not accepting any Payment Methods

I’ve tried every payment method, including PayPal, and everytime there is some bullshit error. I’m not using Pre Paid cards.

Try a Business Virtual Bank Services like Wise, Payoneer, or Revolut Business have better success rates.

Contact DigitalOcean Support They can manually verify your card or suggest region-specific solutions.
