Yes, Apache bench will use some bandwidth since it is requesting a your droplet send a file. Depending on what options you use it may use less bandwidth than actual users as it may not request associated files like js/css/images.
While bandwidth is used, currently we are not charging for bandwidth use in excess of plan limits so until this changes this would not incur any extra charges.
