I need to migrate several servers from Ubuntu 16 to v 20 and add several security and management packages. Can I build a “golden image” and clone it?

You should be able to use the custom images option. Custom images are Linux and Unix-like images you import to DigitalOcean. You can create Droplets based custom images, which lets you migrate and scale your workloads without spending time recreating your environment from scratch.
