Does download via SCP from my server add more costs?

I want to transfer a large file (download it) from my server to local machine via scp, would this add extra costs ?

It’s still considered bandwidth as there is network traffic. All in all, it will still be added as extra cost if you’ve exceeded your bandwidth. More about the bandwidth costs here:
