There has been a network maintenance today in NYC1. Could you confirm if you are still seeing the problem?
If you are still seeing the problem, then this would indicate the problem would not be really related to the DigitalOcean infrastructure but the VPN service that you are running on your Droplet itself.
To troubleshoot the problem, you could start by checking the system logs on the server to see if there are any error messages related to the OpenVPN service. Also, make sure that the openvpn service is up and running.
