I was attempting to upgrade from 14.04 to 16.04, but do-release-upgrade
threw this error:

It seems like you were unable to connect to the mirror - mirrors.digitalocean.com.
Are you by any chance using a Firewall that is filtering connections on port 80? This seems like an issue with exactly that.
When you do
apt update
do you get the same error?
