I Already set the bind-address = My_Droplet_Ip And i granted all privileges and restarted MySQL But i still cant connect to it? BTW Im trying to connect from my Minecraft Bukkit Server

if you have phpmyadmin installed, you can click on users and give a certian user access from any host (rather than just locahost)
I think % is for any host. you can also put a specific IP address, or a specific block of ip addresses like:
75.%.%.%
