Digital Ocean gives you an empty VPS… So first chose your plan, lets say to start with the USD 5, base one…

There while creating a droplet you need to install web server and such, either you may go ahead with their LAMP image, which install needed software inside the VPS and OS to allow you uploading the local files via FTP and view it from website address (like your domain or the IP address of the VPS)

You can also use a control panel (which does all the installation and configuration for you) for easy usage, like CentOS Web Panel…

So steps are like,

Deploy VPS -> Install software (LAMP stack or Control Panel) -> Create your website using dream waver locally -> Upload the files via FTP software to your server…
