On the new DigitalOcean uptime check I can see that my webserver has a very high latency for regions outside eu_west. My server is located in the AMS3 datacenter and I was expecting a better latency in Europe than in other regions, but I find the difference much bigger than expected.
This is the measured regional latency:
eu_west - 17 ms
us_west - 1.55 s
us_east - 2.01 s
se_asia - 4.11 s
What can I do to speed up my site outside eu_west? Would using Cloudflare make any difference?

Using a CDN like Cloudflare is usually the tool you will use in order to lower latency, time to the first byte and general website speed throughout different regions.
You can enable CDN and then conduct more tests and then compare the results prior/after CDN.
