The site is a “We are down” page. With a floating IP I could quickly swap in the down page to a server that was down.

I don’t believe that this is doable as of the time being, but sounds like it’d be super useful!
The best thing to do to get your voice heard regarding this would be to head over to our Product Ideas board and post a new idea, including as much information as possible for what you’d like to see implemented.
Alternatively, what you could do in the meantime is to use Nginx as a reverse proxy to serve the content of your static website:
