What is the reason for this report?

If i deprecate an instance I have can a new instance take that ip address?

I have debian installed on an instance and want to switch to Ubuntu. I have services set up though using the ip that is assigned to my debian install. If I destroy my debian instance and create a new instance in the same DO will my original ip be reassigned to that new instance is there a way to request this?

Yes, if you recreate it in a short amount of time you will get the same IP address. Make sure the old droplet is fully destroyed before creating a new one.
