Because i need to use google a lot, but google is not accessible from my region, i’d like to use my droplet as an http proxy server( for personal use only). Is it against digital ocean policy?

Yes, you can definitely set up a VPN server on a droplet. Keep in mind, though, that you are responsible for all traffic that goes through the VPN, so be careful when you give other people access to the VPN server.
