We do not currently support sub-accounts. One current option would be to use the API. There are quite a few third party apps and interfaces which use our API to allow you to manage droplets. Since the API provides access to create, destroy and manage droplets and domains but does not include the ability to view or edit billing details this may provide an option for you and your developers.
