Is using the Digital Ocean Ubuntu repo considered Private Networking?

I'm using Ubuntu 14.04 on my droplet and when I run sudo apt-get update it appears to get sources from Digital Ocean's website. Is this considered Private Networking or am I using metered bandwidth when downloading packages from your repo?

Currently mirrors.digitalocean.com exists in only one location for all data centers. While the mirrors provide increased speed the data is passed over the public network and is metered.
